Impact
In the year 1992-93, AWARE was already working in 1500 villages and decided to carry out an impact study to actually measure the impact of its work on the Harijans and Girijans prior to extending its programme to another region.

An International Commission headed by Prof Dr. Fritz Wills studied impact of AWARE Program in the villages from where AWARE has withdrawn.

The study was conducted by  NOVIB a Dutch Organization along with Institute of Social Studies Advisory Services (ISSAS), The Hague, Netherlands. Members of the Commission were Prof Dr. Fritz Wills (ISSAS), Dr. V.B.N.S. Madduri of Hyderabad Central University, Dr. Mrs. Neera K Sohoni (Stanford University) and Dr K. C. Alexander of National Institute of Rural Development.

To measure the impact of its work, research instruments were developed from the social sciences.  AWARE’s own set of specific objectives were used to develop a questionnaire, and indicators were systematically identified to see whether the expected results had been achieved or not in the field of:
  • Economics (such as higher income, asset formation, productivity and output)
  • Social welfare (such as access to and use of basic services)
  • Social and cultural upliftment (more appreciation of self and greater assertiveness to those higher placed),
  • Gender (such as new division of labor, assets and responsibilities between men and women)
  • Sociopolitical action (such as better organization, empowerment, more political information and independent participation in elections and politics)
The research was designed under the guidance of an independent international team of experts bringing together experienced Indian and Dutch researchers.
The results of this study show that these target groups have succeeded in
  • Strengthening their economic base, including ownership of cultivable and irrigated land.
  • Increasing their production and productivity
  • Increasing levels of capitalization
  • Production of marketable surpluses.
  • Making higher incomes from farming.
  • Socially being free from fear of landlords and officials and are aware of their rights.
  • Women in these groups have notably moved forward in the areas of basic needs, partnership with their husbands in the house, empowerment and status in the community.
  • Politically they have organized themselves in bottom-up fashion, from their own local autonomous associations all the way to an apex organization which spans the whole working area of AWARE, with a result-oriented and accountable leadership.
Due diversification of their sources of income over and beyond farming, and the accumulation of assets, their overall condition in terms of employment and income has strongly improved.

Consciousness and their use of legal rights, procedures and services, and independent reliance on voting for candidates they trust in local and regional elections, has shored up the autonomous power base of these two ethnic communities. The data of the sample survey bring out in a clear and consistent manner the considerable and often impressive impact of AWARE’s work with the Girijans and Harijans of Andhra Pradesh.

AWARE has given shape to triangular relationship for resource mobilization and acts as a broker. AWARE succeeded in bringing organized target population up to a level of autonomy.  Much of the success must be attributed to a dedicated and enthusiast staff and a striking characteristic is the self-critical attitude of the organization, staff at executive and field level.  This evaluation is an unique experience.”
